A. Wolf: The EU’s Road Towards Strategic Autonomy. A Mapping of Policy Progress and Gaps

This Policy Brief investigates the status quo of the implementation of the EU’s Open Strategic Autonomy agenda against the background of global framework conditions and industry needs. It starts with a description of global trade trends justifying a reorientation of the EU’s economic policy. Then, it presents the new guiding concepts of the EU and mirrors these against policy trends in the US and China. It continues with a detailed mapping of current EU instruments in trade and industrial policies. From the perspective of basic requirements for resilient future supply chains, it identifies gaps and shortcomings of the current regulatory framework. Based on this, a set of central policy recommendations is derived.
