M. Richter – Between a rock and a hard place: Can Europe leverage the changing geopolitical context to boost its biopharma competitiveness
This working paper explores how Europe can establish global leadership in biopharmaceuticals despite mounting geopolitical pressures. Facing US trade policies, accusations of "freeloading" on American innovation, and China's rapid advancement, Europe's position is increasingly vulnerable. However, four strategic pillars present opportunities: scaling up innovation capacity through enhanced biotech ecosystems and reduced bureaucracy; strengthening clinical trials infrastructure with faster approvals and consistent standards; securing biomanufacturing leadership via Clean Industrial Deal principles and resilient supply chains; and transforming health investment into an economic and security strategy. These initiatives would leverage Europe's unique position between US-China competition while reinforcing its economic strength, scientific progress, and strategic autonomy.
